2009 Award Highlights

December 31, 2009: The Human Social Culture Behavior Modeling Program awarded a $3,045,537 contract to Charles River Analytics to develop a framework that enables the incorporation of sociocultural modeling and simulation technologies into existing tools being used by military information support operations (MISO) operators. This will enhance the ability of operators to more accurately, effectively, and efficiently perform key steps of the MISO process.

December 17, 2009: Battelle Memorial Institute, Columbus, Ohio, was awarded a $1,519,008 Task Order for the Improvised Device Defeat Subgroup. Battelle Memorial Institute was awarded the Task Order to develop a frequency agile mesh communications system that allows users to integrate existing fixed and mobile sensor platforms and unmanned vehicles. The system will allow users to choose from multiple frequencies and extend the distance they will be able to transmit and receive data and video including improved penetration in heavily forested and dense urbanized environments, in tunnels, and in frequency denied areas. Completion is expected by November 20, 2010.

December 16, 2009: Sandia National Laboratories, Albuquerque, New Mexico, was awarded a $310,000 government order for the Improvised Device Defeat Subgroup. Sandia National Laboratories was awarded the government order to provide prototypes of Sandia National Lab’s X-ray targeting to users, input feedback, and produce a final prototype with a commercialization path. Completion is expected by September 15, 2010.

December 4, 2009: The Explosive Ordnance Disposal/Low-Intensity Conflict Program awarded the Naval Surface Warfare Center Dahlgren Division $300,000 to identify promising technologies through the use of a sensor test bed that can integrate with current systems to enhance the capability to detect and/or discriminate hostile forces in vegetation and riverine environments.

November 23, 2009 BAA 09-Q-4554 Navy: The Chemical, Biological, Radiological, and Nuclear Countermeasures Subgroup awarded a $710,678.41 contract to CET, LLC for the development of a colorimetric kit for the detection and identification of homemade explosive precursors.

November 15, 2009 BAA 08-Q-3033 Navy: The Explosives Detection Subgroup awarded a $9,741,523 contract to Electro-Optics Industries, Ltd. to develop an active illumination mid-wavelength infrared imaging system.

November 6, 2009 BAA 09-Q-4554 Navy: Cognitive Consultants International Ltd, Southampton, United Kingdom, was awarded a $290,000 contract by the Investigative Support and Forensics Subgroup. Cognitive Consultants International, Ltd will develop tools and protocols for forensic science managers to effectively identify qualified personnel who possess the unique set of knowledge, skills, and abilities fundamental to job success. This research will result in scientifically-validated personnel selection methods that will improve a forensic science manager's ability to profile, assess, and measure required competencies and predict job performance of applicants and existing personnel. Completion is expected by July 6, 2011.

October 26, 2009 BAA 09-Q-4554 Navy: The Tactical Operations Support Subgroup awarded a $1,199,616 contract to Archangel Armor, LLC for the development of a solider load carriage system that improves ergonomics, weight distribution, fit, and comfort.

September 30, 2009 BAA 08-Q-3033 Navy: The Chemical, Biological, Radiological, and Nuclear Countermeasures Subgroup awarded a $500,000 contract to TRX Systems Inc. to develop a small, low cost, low power system that can provide both indoor and outdoor location and tracking. It must address all of the barriers of the operational problem, including GPS-denied environments, dense structures barring RF penetration, and operational suitability.

September 28, 2009: The Chemical, Biological, Radiological, and Nuclear Countermeasures (CBRNC) Subgroup awarded a $2,669,013 Task Order to Battelle Memorial Institute for fast-reaction subject matter expert support for CBRNC and the Human Social Culture Behavior Modeling Program.

September 28, 2009: The Department of Justice Community Oriented Policing Services Office, Washington, D.C., was awarded a $2,141,826 contract for the Personnel Protection Subgroup. The effort will further the development of law enforcement best practices, techniques, and technology applications for integration with the Department of Defense, the Department of Homeland Security, and the Department of Justice to counter threats against the United States. The Pinellas County Sheriff's Office will serve as the law enforcement test bed. Completion is expected by September 30, 2010.

September 28, 2009 BAA 09-Q-4554 Navy: The Personnel Protection Subgroup awarded a $1,505,674 contract to BAE Systems to develop a library video processing function that ingests imagery and metadata from wide area airborne sensors and produces accurately geo-stabilized contrast-enhanced imagery, vehicle detections, and tracks. The functions will be developed for easy integration with existing and future wide area persistent surveillance exploitation tools.

September 28, 2009: The Personnel Protection Subgroup awarded a $125,891 contract to Science Applications International Corporation (SAIC) to conduct a market study of commercially available holsters and weapon carrying cases. SAIC will select the commercially available holster and carrying case that best meets the needs of the Federal Flight Deck Officers, providing ease of use and a high level of safety while maintaining subtlety during transport of the weapon.

September 28, 2009: The Improvised Device Defeat Subgroup awarded an $189,011 contract to Allen-Vanguard to provide field engineering support to evaluate the serviceability and condition of the ChameleonTM ECM equipment at each of the original 10 cities, and to evaluate personnel proficiency in the operation of the equipment as part of the FBI Capability Assessment Program.

September 24, 2009 BAA 09-Q-4590 Navy: The Training Technology Development Subgroup awarded a $1,040,154 contract to George Mason University to develop software agents to teach intelligence analysts the critical thinking skills and reasoning processes involved in solving analytic problems.

September 23, 2009: The Explosive Ordnance Disposal/Low-Intensity Conflict Program awarded a $328,640 contract to Ahura Scientific, Inc. to Purchase 10 Ahura First Defenders for special operations forces evaluation.

September 19, 2009: The Explosive Ordnance Disposal/Low-Intensity Conflict Program awarded a $595,574 contract to Battelle Memorial Institute to provide Department of Defense explosive ordnance disposal (EOD) technicians with informational seminars on current terrorist threats, tactics, and devices, in addition to critical incident response technologies and demonstrations of newly developed tools and techniques. The seminars also offer a venue to elicit operational needs from EOD technicians for new and improved technologies.

September 17, 2009 BAA 09-Q-4554 Navy: The Personnel Protection Subgroup awarded a $449,305 contract to Kitware, Inc. to develop a wide area persistent surveillance exploitation tool that automatically detects and tracks vehicles that start or stop within an area of interest (AOI) as well as detects human motion within the AOI.

September 8, 2009: The Tactical Operations Support Subgroup awarded a $296,576 contract to Insight Technology, Inc. to purchase RULRs to support extended operational evaluation of the systems in different combat environments.

August 26, 2009: The Tactical Operations Support Subgroup awarded a $2,173,107 contract to Zephyr Technology Limited to further the development of the C ombat Patient Monitoring System to meet user requirements.

August 20, 2009 BAA 08-Q-3033 Navy: The Training Technology Development Subgroup awarded a $480,000 contract to A-T Solutions, Inc. to develop post-blast investigation computer-based training for military explosive ordnance disposal technicians with the goal of enhancing evidence collection and preservation techniques at post-blast scenes.

August 10, 2009: The Explosives Detection Subgroup awarded a $2,712,946 contract to XinRay Systems Inc. to continue carbon nanotube X-ray source development.

July 29, 2009 BAA 07-Q-4057 Navy: The Improvised Device Defeat Subgroup awarded a $2,335,299 contract to RE2 Inc. to develop improved low-cost joint architecture for unmanned systems-based tools to provide enhanced dexterity for improvised explosive device/vehicle-borne improvised explosive device reconnaissance and render safe missions.

July 24, 2009: The Physical Security Subgroup awarded a $1,254,030 contract to the University of California at San Diego to perform dynamic testing of steel columns and connections, including system level tests, with the blast simulator. The purpose of these tests is to investigate the performance of steel frame structures subjected to blast loading with specific emphasis on columns and connection behavior and the mitigation of progressive collapse. Data will be used in the improvement and validation of predictive computer models. Data will contribute to the database of existing tests and provide additional design scenarios.

July 24, 2009: The Improvised Device Defeat Subgroup awarded a $400,085 contract to Florida State University to develop curriculum for DIDSON-DH sonar to conduct a comprehensive assessment of divers’ equipment and techniques used for public safety divers conducting rescue-search-recovery and maritime and port security missions.

July 22, 2009 BAA 07-Q-4059_Navy: The Improvised Device Defeat Subgroup awarded a $1,064,358 contract to RE2, Inc. to develop improved low-cost Joint Architecture for Unmanned Systems based tools to provide enhanced dexterity for IED/VBIED reconnaissance and render safe missions.

July 22, 2009 BAA 07-Q-4059_Navy: The Improvised Device Defeat Subgroup awarded a $302,529 contract to Remotec, Inc. develop, test, and evaluate a High Mobility platform (chassis) to reduce operator workload for difficult maneuvers and integrate the chassis with the Andros F6A robot currently in use by the U.S. Military and State Police bomb disposal communities.

July 9, 2009 BAA 08-Q-3033_Navy: The Tactical Operations Support Subgroup awarded phase one of a $368,139 contract to Applied Research Associates to develop a rugged, lightweight, wireless infrared illuminator and motion-sensing system for use by small tactical teams to enhance site security.

July 7, 2009 BAA 08-Q-3033_Navy: The Physical Security Subgroup awarded a $722,172.00 contract to Protection Engineering Consultants, LLC to conduct research on current blast mitigation concepts for critical pipeline systems.

July 6, 2009 BAA 08-Q-3033_Navy: The VIP Protection Subgroup awarded a $425,217 contract to GKN Aerospace Transparency Systems, Inc. to incorporate dimmable films with armored glass to conceal the location and identity of VIPs while traveling in armored vehicles.

June 26, 2009 BAA 08-Q-3028-OSD_Navy: The Human Social Culture Behavior Modeling Program awarded the first phase of a $1,009,205 contract to Alelo TLT, LLC to develop a simulation-based training system that interleaves real-time modeling of face-to-face interaction and modeling of social dynamics in a virtual society so trainees can practice non-kinetic mission skills, understand the consequences of their actions, and explore alternative courses of action.

June 25, 2009 BAA 08-T-0045_Aberdeen: The Investigative Support and Forensics Subgroup awarded a $1,140,577 contract to the Tactical Electronics, LLC to develop an Integrated Canine System to enhance operational knowledge on the battlefield with real-time camera/video streaming integrated with global positioning data and geospatial information.

June 12, 2009 BAA 08-Q-3028-OSD_Navy: The Human Social Culture Behavior Modeling Program awarded the first phase of a $950,801 contract to the Least Squares Software Inc. to develop a software framework that captures relevant information from social science disciplines (e.g. anthropology, psychology, and economics) for military planning purposes at the strategic and tactical levels.

June 4, 2009 BAA 08-Q-3033_Navy: The Improvised Device Defeat Subgroup awarded a $153,480 contract to AMP Research Inc. to develop a camera blinding system for covert operations.

May 20, 2009 BAA 07-T-0043 Aberdeen: The Explosives Detection Subgroup awarded a $927,000 contract to ICx Nomadics to develop an advanced sampler to use with trace explosives detection systems.

May 22, 2009 BAA 07-T-0043_Aberdeen: The Explosives Detection Subgroup awarded a $965,832 contract to the ICx Nomadics to develop an advanced sampling trace explosives detector.

May 15, 2009 BAA Y-0045_Aberdeen: The Chemical, Biological, Radiological, and Nuclear Countermeasures Subgroup awarded a $129,705 contract to Avon Protection Systems to develop a patch with an integrated airsupply pass through for Level “A” chemical protective ensemble.

May 13, 2009 BAA Y-0045_Aberdeen: The Chemical, Biological, Radiological, and Nuclear Countermeasures Subgroup awarded a $396,083 contract to HBM Associates to develop a system that operates with existing heating, ventilation, and air conditioning (HVAC) systems to provide protection against external or internal airborne chemical or biological agents in a small space.

May 12, 2009 BAA 08_Q_3028_OSD_Navy: The VIP Protection Subgroup awarded a $368,200 contract to Integral Design and Development for the development of the Weapon Identification System, which will determine types of weapons used during a gunfire event.

March 16, 2009 BAA 08-T-0045_APG: The Investigative Support and Forensics Subgroup awarded a $624,195 contract to Quantum Signal, LLC to develop a teleoperated comparison microscope system that will enable reach-back capability for forensic ballistics expertise.

March 16, 2009 BAA 07-T-0155_APG: The Tactical Operations Support Subgroup awarded a $1,510,894 contract to Torrey Pines LOGIC to develop an Enhanced Optical Device Detector, which will allow operators to detect complex optics – such as the rifle scopes of snipers or IED threats, pre-shot or pre-detonation.

March 5, 2009 BAA 08-Q-3033_Navy: The Training Technology Development Subgroup awarded a $690,614 contract to A-T Solutions, Inc. to develop a distributed learning training program on Advanced IED Awareness for civilian and military law enforcement personnel.

March 3, 2009: The Investigative Support and Forensics Subgroup awarded a $452,925 contract to Bond University Centre for Forensic Excellence to develop a Single Nucleotide Polymorphism-DNA panel to determine physical characteristics from crime scene samples.

February 13, 2009 BAA 08-Q-3028: The Human, Social, and Cultural Behavior (HSCB) Modeling Program awarded a $1,124,159 contract toVcom3D, Inc. to develop methodologies, interfaces, and authoring tools for Plug-and-Play Cultural Avatars that can be used in Interactive Multimedia Instruction, Multi-User Virtual Environments, and other forms of training and rehearsal simulations.

February 13, 2009: The Training Technology Development Subgroup awarded a $1,121,566 contract to the Center for Innovative Technology to develop an operational analysis of mobile learning (mLearning) training and technologies for military users.

February 5, 2009 BAA 07-T-0043: The Explosives Detection Subgroup awarded a $508,294 contract to Midwest Research Institute to develop a standard for explosive trace detectors that sample in a vapor mode, enabling a wide range of Department of Defense and Department of Homeland Security operators to ensure their handheld systems are working properly.

February 3, 2009 BAA 08-Q-3028_OSN_Navy: The Human, Social, Cultural, and Behavior Modeling Program awarded a $1,788,762 contract to Applied Research Associated to define a two-tier Culturally Authentic Immersive Training program providing warfighters at the tactical, as well as command levels, with the deep cultural knowledge and cognitive skills necessary to effectively shape events.

January 30, 2009 BAA 07-Q-4057_Navy: The VIP Protection Subgroup awarded a $1,259,070 contract to Applied Research Associated to develop a portable, rugged, rapidly deployable and integrated intrusion detection and surveillance system for outdoor use in transient locations.

January 15, 2009 BAA 08-Q-3028_OSD_Navy: The Human, Social, Cultural, and Behavior Modeling Program awarded a $3,285,694 contract to SET Corporation to develop a socio-cultural analysis tool that models individual, group attitudes and behaviors and forecasts potential effects of policy decisions, operational actions, and rules of engagement.

January 15, 2009 BAA 07-Q-4057_Navy: The Explosives Detection Subgroup awarded a $547,830 contract to Battelle Memorial Institute to characterize the chemical signatures of Improvised Explosive Devices.

January 13, 2009 BAA 08-Q-3033_Navy: The VIP Protection Subgroup awarded a $151,932 contract to SURVICE Engineering to develop a comprehensive handbook to facilitate management of government armored passenger vehicle programs.
