Business Cycle


The CTTSO business model identifies and prioritizes requirements of the national interagency community including defense as well as international partners through rapid research, development, testing, and evaluation while providing operational support for demonstration and field testing of combating terrorism solutions. This process prioritizes user requirements and program budgets, employs flexible contracting strategies, and leverages funding resources from partnering agencies to enable effective project selection with the best solution for the resources available.

The CTTSO business cycle is a deliberate yet flexible process that meets the needs for rapid prototyping and fielding of technology and equipment in support of the combating terrorism mission. Sponsors, end users, and subject matter experts remain engaged throughout the business cycle to ensure that the proposed solution meets the requirement and the resulting technology and equipment gets in the hands of those who need it.

The Business Cycle begins by inviting the subgroup user/operator communities to annual meetings in the October-December time frame to discuss and prioritize their operational gaps and needs. Once all the requirements are finalized, a Broad Agency Announcement (BAA) is the solicitation method of choice to publish these requirements. Each year the CTTSO publishes combating terrorism requirements in two Broad Agency Announcements. However, the primary BAA is typically posted in February after the annual Advance Planning Briefing for Industry, an event where requirements are briefed to industry and other potential submitters. *Note that the CTTSO has the ability to post out of cycle BAAs when the need arises.

CTTSO typically employs a three-phased proposal selection process for solicitation to minimize cost and effort of prospective offerors.

  • Phase 1 occurs in the March-April time frame and consists of  a one-page quad chart that conveys the essence of the proposed solution for a single requirement;
  • Phase 2 occurs in the May-June time frame. Phase 2 submissions are white papers, a 12-page document that further expands upon the quad chart, for accepted Phase 1 submissions. For accepted Phase 2 submissions;
  • Phase 3 occurs in the July-September time frame. Phase 3 consists of a full technical proposal (not to exceed 50 pages) and detailed cost information. Phase 1 submissions can be selected for Phase 3 if funding is available and the mission priority warrants an accelerated process.

Once a full proposal has been accepted, pending a final favorable review, the action is prepared for contract award and project initiation. The goal is to award all projects by the beginning of the fiscal year.
